Joe Semsar is head of Sovereign AI for Reflection AI and previously served as U.S. Under Secretary of Commerce for International Trade. In that federal leadership role, he was responsible for the activities of the International Trade Administration, including international trade policy and promotion, trade law enforcement, trade agreements compliance, investment, and global competitiveness. Mr. Semsar was head of East Coast Capital Markets for the NY Stock Exchange.
Mr. Semsar earned a bachelor’s degree in political science from Clemson University and a Master of Public Administration from the University of Pennsylvania’s Fels Institute of Government. Earlier in his career, he served with Teach For America and held federal government leadership roles and senior consultant for Deloitte.
